PERMIT REQUIREMENTS FOR MINORS

If you intend to use public roads while learning to drive, you must get an instruction permit. The requirements for minors applying for an instruction permit are:

  • Be 151/2 years of age and bring proof you have finished driver education and driver training. Your instructor can give you forms to show proof of completion.
  • Fill out the regular DMV application form (DL 44).
  • Obtain parents' *signatures on the application form.
  • Present an acceptable birth date/legal presence document. (Partial list of acceptable documents is in the California Driver Handbook.) Only a document produced by an issuing authority, including a certified photocopy which has an impressed seal or an original stamped impression, is an acceptable birth date/legal presence document. It will be returned to you.
  • Provide your social security number.
  • Pay the required application fee which is good for 12 months. This fee entitles you to three examinations of any type within the 12-month period and pays for both the instruction permit and license, if you qualify for both within that time period. The fee must be paid when you apply and will not be refunded.
  • Pass an eye exam.
  • Pass a special test(s) on traffic laws and signs for the class of license you now have unless you have taken the test(s) within the prior twelve months.
  • Pass an additional written test of motorcycle driving rules.
  • The Class M permit is not valid until you have completed both driver education and driver training or reach the age of 171/2 years. The permit does not allow you to carry passengers and you must ride during daylight hours only and not on the freeway.
*The term"parents" means one (if only one parent has custody) or both custodial parents; or one (if only one legal guardian has custody) or more legal guardians.

LICENSE REQUIREMENTS FOR MINORS

When you are ready for your Class M1 or M2 license, you must pass a skill test given at any DMV office which provides driver license service. Persons under age 21 years of age must satisfactorily complete a CHP approved motorcycle rider training course and submit a Certificate of Completion of Motorcycle Training (DL 389). This certificate is in addition to the certificate(s) of driver education and driver training that are also required by law for minors. However, the skill test will be waived for any person presenting a DL 389. Fixed and mobile motorcycle training sites are located throughout California. To obtain a Class M license you must:

  • Complete the requirements listed above.
  • Be at least 16 years old.
  • Present a DL 389; or, if you are applying for a Class M license only, you must pass a road test also.
  • Give a thumb print.
  • Have your picture taken.
